Rules for disaster spending
There are a large number of rules and regulations that govern the expenditure of CDBG disaster relief funds by state and local governments in Texas.
The principal rules are these:
only projects that are related to actual storm damage are allowed to be funded.
at least half of the available funds must be spent for the benefit of low and moderate income persons (individuals and families with incomes less than 80% of the area median).
